Orange County Utilities Facilities Plan: A Unique Planning Approach
Abstract:Orange County Utilities (OCU) in Orlando, Florida owns and operates three water reclamation facilities (WRF) in three service areas (SA) for a total flow of 60+ mgd. In 2004 OCU contracted PBS&J/CDM to conduct a facilities plan to evaluate the current conditions of the three facilities as well as layout a plan to get the facilities to the year 2050. The facilities plan identified near-, short-, and long-term recommendations for each WRF. Also included in the facilities plan were al a biosolids study and a plan to create a new, fourth service area and associated WRF. This paper discusses how OCU went through this unique planning process to create the facilities plan.
