The Clean Water and Drinking Water Infrastructure Gap Analysis (Gap Report) was issued by the U. S. Environmental Protection Agency (EPA) in 2002. That report heightened the country's awareness of the projected gap between wastewater and drinking water systems' revenues and needs over the next 20+ years and of the need to invest in and manage water and wastewater infrastructure is a sustainable manner.

In early 2007, the Pennsylvania Department of Environmental Protection (PA DEP) decided to develop a Pennsylvania specific Gap Analysis in support of the State Water Plan and to determine the extent and causes of the gap in Pennsylvania in order to inform adjustments to local, state, and federal policies to ensure long term sustainability of Pennsylvania's wastewater and drinking water systems. PA DEP requested EPA assistance in developing a methodology to perform the Pennsylvania Gap Analysis.

Pennsylvania Governor Rendell's February 2008 Executive Order created a Task Force on Sustainable Water Infrastructure which is required to make a final report on October 1, 2008. The Task Force is made up of members of the legislature, department secretaries, leaders from academia, state organizations, municipalities, environmental groups, and others. The report is expected to be the keystone for the Governor's infrastructure budget proposal for fiscal year 2009/2010. The Pennsylvania Gap Analysis is providing data in support of that report.
