Abstract:The City of Baltimore is required under the terms of a Consent Decree to upgrade the Patapsco WWTP to incorporate ENR capabilities. An unprecedented level of construction activity will be hampered severely by an extremely restricted site. Multiple concurrent construction contracts must coexist without serious impact upon each other or, even more critically, upon ongoing wastewater treatment operations. Each individual contractor will have specific constraints and coordination requirements, but additional measures are required to ensure adequate protection of existing facilities and operations from the various construction contracts as well as protecting each of those contracts from interference by the other concurrent construction efforts. Extensive planning and coordination efforts have been led by the City's Wastewater Facilities Engineering staff and their Program Management consultant. Integral roles have also been played by City Construction Management personnel and the respective design consultants for each of the contracts.
