Orange County Sanitation District Groundwater Replenishment System Audit
Abstract:The Orange County Sanitation District (Sanitation District) and the Orange County Water District (Water District) in Fountain Valley, California joined in a project called the Groundwater Replenishment System (GWR) System. The project requires the Sanitation District to supply specification water to the Water District for three-stage advanced water treatment to produce reclaimed water. The arrangement and responsibilities for each agency are defined in the document titled “Joint Exercise of Powers Agreement for the Development, Operation and Maintenance of the Groundwater Replenishment System and the Green Acres Project” (henceforth called The Agreement) dated November 12, 2002. The Sanitation District has many changes to its system to meet the Agreement. In order to determine the Sanitation District's readiness to meet Agreement responsibilities, the Operations and Maintenance (O&M) Director took a proactive stance by hiring a third party auditor, KEMA, to perform an audit. This audit included the Sanitation District's responsibilities only.
