Sewer Liner Defect/ Deficiency Assessment Guidelines
The City of Los Angeles is currently under a court-mandated order to repair 60 miles of sanitary sewer per year for the next seven years. An acceptable repair method includes sewer lining of the pipelines as a means to improve the hydraulic capacity of the sewer lines and extend the sewer system life expectancy by 100 years. Typical sewer lining systems include:
CIPP (cured in-place resin liners)
Fold-and-Form Liners (HDPE, PVC)
Rigid Spiral-Wound Liners
Given the magnitude and ambitious nature of the sewer lining program, the City recognized a need to establish a uniform procedure for assessing the sewer liner installation with respect to its acceptability. If a deficiency is noted, then appropriate repair methods coupled with monetary penalties would apply.
