Abstract:Increasingly, utilities are facing challenges identifying and prioritizing capital and operational infrastructure investments to satisfy community, regulatory and financial expectations. Over the last several years the LOTT Alliance (LOTT) has integrated its long term planning, asset management and strategic business planning to create a repeatable, explainable and defendable program to assure they earn and maintain the public trust as they continue implementing their long term goal to recycle 75 percent of the wastewater entering their system. As a result, LOTT enjoys nearly unanimous support from its partner agencies and 27 elected officials while having financial latitude and implementation methodologies to address changing conditions.
