LEUCADIA WASTEWATER DISTRICT ASSET MANAGEMENT MASTER PLAN
Abstract:The Leucadia Wastewater District is transitioning from a growth based capital program to a replacement based capital program. The Asset Management Master Plan provides a preliminary screening of assets for replacement, an estimate of future expenditures for financial planning, and an outline for a five year evaluation, design, and construction cycle.
Unlike many districts, the existing Leucadia Wastewater District system has sufficient capacity to meet ultimate needs and is well maintained. Thus there are no deferred replacement projects to populate a capital replacement program. The core part of the Asset Management Master Plan was to develop a predictive model for capital replacement that lists each pipe reach and manhole in the district and assesses their remaining life.
