Abstract:

The Sacramento Regional County Sanitation District (SRCSD) examined various types of organizational structures used by some of the large utilities in the United States and Australia for infrastructure asset management to help develop its own organizational structure. This paper discusses the two common organizational structures; roles and responsibilities of specifiers and providers in these organizational structures; merits and drawbacks of these organizational structures; the structure selected for SRCSD; and approximately seven months of experience using the new organizational structure for implementing asset management.
