Can We All Get Along? The Technical Advisory Group Approach to Permitting POTW Expansions in Illinois
Abstract:The Technical Advisory Group approach is a method of working with stakeholders to formulate a mutually acceptable plan to expand Publicly Owned Treatment Works (POTWs). This approach may offer a more predictable and faster means to implement an expansion project. It has been used successfully on several projects in Illinois. It has brought together environmental advocacy groups and POTW owners, and helped to reconcile their once adversarial relationship.
