Factors for Success in Developing Use Attainability Analyses – Urban and Wet Weather Situations
Abstract:Progress in meeting water quality standards has been limited by our abilities to control wet weather and non-point sources of pollutants. At many locations, existing standards may be unattainable. A Use Attainability Analysis (UAA) is a process to review and potentially modify a waterbody's designated uses when the uses are not existing or attainable. The Water Environment Research Foundation (WERF) sponsored a two year study to examine UAAs from across the country and identify factors for success (WERF, 2007). This paper presents the results of this study and includes special focus on the nationwide, emerging area of importance for UAAs dealing with wet weather impacts in urban settings. Research included detailed examination of 54 UAA case studies. The lessons learned and recommendations presented will benefit those conducting UAAs, highlighting the importance of considering all stakeholder issues, conducting appropriate technical analyses, and understanding the regulatory process.
