Abstract:

Charlotte County is located in coastal southwest Florida. Much of the county's water supply needs are met by surface water delivered from the Peace River/Manasota Regional Water Supply Authority (PR/MRWSA). The Authority's single water supply is the Peace River. Water available for withdrawals from the river is increasingly affected by other watershed activities and is being limited due to drought. To accommodate the growing population served by Charlotte County Utilities (CCU) with a more sustainable and diverse portfolio of water sources, CCU has conducted water resource investigations focusing on alternative water supply sources, including local surface water, stormwater, brackish groundwater, reclaimed water, aquifer storage and recovery (ASR), and conservation/demand management. This paper summarizes the results from an evaluation considering the feasibility to capture stormwater as part of a diversified strategy for meeting future water supply needs.

After screening six watersheds, one was found to provide an adequate quantity of water that could be captured, treated, and stored using bank filtration and ASR in a cost effective manner. The candidate site is in an area where the CCU is currently proposing to develop a brackish groundwater supply. The proposed capture, treatment, and storage system for stormwater is estimated to provide between 5 and 10 MGD of peak capacity during the dry season. The CCU will continue to evaluate stormwater as an alternative water supply option which will be needed to improve environmental sustainability at some point in the future.
