	abstract = "The Greater New Haven Water Pollution Control Authority (“the Authority”) is a regional water pollution authority serving the City of New Haven, Connecticut and surrounding communities. In 2001, the City of New Haven became the first permittee in the State of Connecticut to have an approved long-term control plan (LTCP). Its LTCP includes both short- and long-term controls in an ongoing phased implementation. Almost all of the short-term and one of the long-term controls have been implemented. Even in the short span of time since approval and implementation, several factors have changed affecting elements of the plan (such as regionalization, population growth, as-built construction). This necessitated performing a review and interim evaluation of the effectiveness of the LTCP and a cost-effective optimization. This was supported by updating and evaluating planning tools.",
