	abstract = "In July of 2006, the University of Pittsburgh Institute of Politics' Environment Policy Committee established the independent Regional Water Management Task Force with the charge of finding and implementing practical, regionally relevant solutions to Southwestern Pennsylvania's water problems. The Task Force examined other locations in the nation, conducted surveys and case studies amongst regional authorities, as well as financial and institutional analyses, which led the Task Force to conclude that a region-wide entity is needed to solve Southwestern Pennsylvania's water problems",
