Over the next 10 years, the NYC Department of Environmental Protection (NYCDEP) will implement a 23 billion Capital Improvement Program focused on delivering water and wastewater services to the people of New York City. The Bureau of Engineering Design and Construction (BEDC) is responsible
for delivering capital projects to the Bureau of Water Supply, Bureau of Wastewater Treatment, and Bureau of Water and Sewer Operations (Operations Bureaus). With an expanded mandate and the current challenges of cost control, schedule management, resourcing, permitting, and regulatory requirements,
BEDC has instituted a Program Management Support Team whose role is to provide project managers the tools, processes, and learning needed to deliver projects to completion. To succeed in this unprecedented period of infrastructure delivery, DEP must find ways to do more with less and be innovative,
efficient and proactive in their approach to managing projects. This paper focuses on two key areas of Capital Program Support: Workforce Development and Governance and Communication.
