The title of this paper could just as well be “Watershed Management's Role in CMOM”. There is a mutually beneficial relationship between the concept of CMOM and the concept of watershed management, the outcome being a sustained improvement in water quality. Although CMOM is considered to be one aspect of watershed management, the two are interdependent. To understand this interdependency, “watershed management” and “CMOM” must be defined.

In the simplest of terms, watershed management is the comprehensive practices of all stakeholders, including wastewater collection utilities, to ensure the State's waters remain clean. CMOM is a subset of watershed management. CMOM is simply the practices of a wastewater collection utility stakeholder to ensure wastewater doesn't overflow and pollute the State's waters.

It is rather obvious how CMOM benefits a watershed management program to enhance water quality. But how do the overarching practices of watershed management benefit CMOM? This paper will not only discuss the nuance of the relationship between CMOM and watershed management, but it will also attempt to emphasize the importance of the relationship. In particular, it will discuss how water quality monitoring in a robust watershed management program will yield information that can be used to target CMOM efforts and investments on wastewater collection infrastructure in specific locations that may have optimal effect on water quality.
