	abstract = "Master planning can be compared to solving a jigsaw puzzle, in which there is an array of elements that all must be put together in a seamless fashion, in the correct sequence, in order to complete a whole picture. Long range strategic planning involves a variety of data inputs and assumptions that are used in various combinations to develop scenarios. Scenarios can then be compared against each other in order to complete a sensitivity analysis, so that the impacts, risks, and benefits of the proposed decisions can be understood. This process allows the agency to investigate as many potential options as desired so that the optimal decisions are implemented at the right time.",
