Abstract:

When approaching the need within a design and construction project for best value there is a need to ensure a fair, open and transparent procurement process. By adapting an existing practice of Qualifications Based Selection used for engineering assignments, to a Quality Based Selection process, Utilities Kingston was able to successfully ensure best value for pre-approval for equipment supply for the $115 million Ravensview Water Pollution Control Plant Upgrades.



The process used for eighteen suppliers was similar. Involvement of a wide range of individual operators, design engineers and owner representatives provided suppliers with a clear understanding of the features which were most important. Quality Based Selection for this project is seen as one of the key factors to providing a competitive construction tender which was within the budget envelope, while similar projects seemed to struggle.
