The Stormwater Phase II Final Rule, which applies to small municipal separate storm sewer systems (MS4s) in "urbanized areas", requires communities across the country to adopt local legislation that will control the harmful effects of stormwater runoff and prohibit non-stormwater pollution from entering the drainage system.
