Up until recently, San Antonio, Texas was the largest U.S. city that had only one sole source of water---the Edwards Aquifer. San Antonio Water System has been in the forefront of searching for alternative methods for sustaining this precious, limited resource. The relatively new technology of “aquifer storage and recovery” has proven to be a valuable tool in achieving this goal.

During the drought of 2006, San Antonio residents were forced to go into “stage-two watering restrictions”. At the same time, the Twin Oaks/ASR Plant was called into action. By sending stored water into the city, S.A.W.S. was able to avert potential fines. These charges would have been levied against the public utility, if it had gone over its annual allotment of water for that year. In doing so, they were the only water company that stayed within their predicted allocations.
