Implementation of a Watershed Planning Project
Abstract:This paper summarizes the 2020 Facilities Plan completed for the Milwaukee Metropolitan Sewerage District on June 29, 2007. The plan is part of a larger effort in the Greater Milwaukee Area named the Water Quality Initiative. This initiative also includes an update to the region's 208 Plan entitled the Regional Water Quality Management Plan Update. The companion effort is led by the Southeastern Regional Planning Commission (SEWRPC). This plan will be completed and approved by SEWRPC in December, 2007.
The combined plans illustrate the region's needs for compliance with current regulations, but also chart a potential future course for a watershed based implementation which may include innovative approaches to improving water quality utilizing various strategies including watershed permits, collaborative partnerships and possible value engineering or trading to achieve water quality benefits at the least overall regional costs.
This paper provides the reader a summary of the MMSD 2020 Facilities Plan and a preview of the efforts which will continue in the Milwaukee area to improve water quality in the future. The entire 2020 Facilities Plan is approximately 4,500 pages of analysis and text and can be viewed at the MMSD's web site: www.mmsd.com.
