The National Association of Clean Water Agencies (NACWA) and the Water Environment Research Foundation (WERF) released a comprehensive technical and policy handbook in 2005 on the Use Attainability Analysis (UAA) process for public utilities. The handbook, Collaborative Water Quality Solutions: Exploring Use Attainability Analyses (UAA Handbook), provides a guide to the relevant non-technical, policy, legal, and regulatory considerations associated with UAAs for public utilities to assist them in making informed watershed management choices.
