	abstract = "For the past 8 years, the Bureau of Reclamation (Reclamation) has worked with local stakeholders to address long-term water supply issues in the rapidly urbanizing Santa Margarita River Watershed in San Diego and Riverside Counties in California. Water Quality Standards and 303(d) listings are currently limiting future water supply options in the watershed. During the summer of 2006, Reclamation requested to lead a Third-Party TMDL for the Santa Margarita River Watershed. Reclamation hoped that water quality and quantity issues could be addressed during the Third-Party process. The San Diego Regional Water Quality Control Board denied Reclamation's request to develop a Third-Party TMDL. This paper focuses on how the stakeholder group led by Reclamation has continued to address water quality issues in the watershed and provide input to the TMDL process. It also focuses on lessons learned regarding requests to develop Third-Party TMDLs.",
