Water Quality Standards and 303(d) listings are currently limiting future water supply options in the watershed. During the summer of 2006, Reclamation requested to lead a Third-Party TMDL for the Santa Margarita River Watershed. Reclamation hoped that water quality and quantity issues could be addressed during the Third-Party process. The San Diego Regional Water Quality Control Board denied Reclamation's request to develop a Third-Party TMDL. This paper focuses on how the stakeholder group led by Reclamation has continued to address water quality issues in the watershed and provide input to the TMDL process.
