City of Klamath Falls, Oregon Proactive Involvement to Influence Klamath River Tmdl Allocation and Implementation

The California North Coast Regional Water Quality Control Board and Oregon Department of Environmental Quality (DEQ) are working cooperatively to develop a Total Maximum Daily Load (TMDL) for the Klamath River. The City of Klamath Falls (City) is on the Lake Ewauna Segment of the river, between the mouth of Link River (upstream) and Keno Dam (downstream). The Lake Ewauna segment has been included on the 1998 303(d) list by the DEQ for chlorophyll-a, pH, temperature, ammonia toxicity, and dissolved oxygen (DO). The City developed an Integrated Water Quality Management Strategy (IWQMS) which outlined a integrated strategy for influencing the TMDL process. The IWQMS development process assisted City efforts to build a proactive approach towards regulations and to begin forging partnerships among multiple stakeholders and regulators. The steps the City has taken have lead to more effective communication, negotiation, and trust as the TMDLs for the Klamath River are completed and implemented.
