This paper presents the process used to develop Portland's CSO System Operating Plan for the Westside Willamette CSO (Tunnel & Pumping) System; it's implementation through a CIP-based Startup Project, the communication and control system including real time controls, the extensive cooperation and participation by staff and managers across the organization, and the initial results from the first three months of wet-season operations (December 2006 through February 2007). Changes to the System Operating Plan made during the various stages of implementation are highlighted to show the increased understanding and capabilities obtained through the system implementation. At the end, a description of the lessons learned and conclusions are provided in the hope these be of help to other agencies looking to develop and implement a CSO system operations plan.
