Abstract:

The “Traditional” approach in sanitary sewer wet weather modeling involves the selection of design storm event from a set of very limited data and often results in the selection of an event that occurs during the wettest season of the year. This design approach can be overly conservative and is a systematic error with traditional modeling and design approaches. The Ypsilanti Community Utilities Authority (YCUA) Martz Road Capacity Assessment provides an excellent case study to demonstrate how the traditional design approach is overly conservative and often leads to recommendations for sanitary collection system upgrades that are unnecessary and quite costly. A frequency-based approach, which utilized a more data intensive approach along with the use of hydrologic model that accounts for antecedent moisture effects, resulted in a more reasonable peak design flow estimate and reduced the amount of capital expenditures required for the Martz Road Pump Station from 9,700,000 to 600,000 with an estimated savings of 9,100,000. The frequency-based approach is presented as an alternative approach in sanitary sewer wet weather design. Because the alternative approach provided a more reasonable and less conservative estimate of the peak design flow, an aggressive flow management program was also proposed involving continuous metering and inspections of the collection system upstream of the Martz Road Pump Station to identify and eliminate and control any existing or future Inflow and Infiltration (I/I) sources in the system.
