This paper will explain and demonstrate how the City of Tulsa and State agencies (ODEQ and OWRB) worked together to achieve compliance. Our AO/CO efforts resulted in multiple silver linings; in lessons being learned, a balanced focus of growth and sustainability, improved system operation, and compliance planning efforts. Additionally it will provide background and history, issues faced, corrective actions taken, results of said actions and a summary of the proactive programs and planning that will prevent future orders being issued to Tulsa.
