Don't Just Scratch the Surface! Preparing a Proactive Plan for Community Outreach on Deep Tunnels

Abstract:
More and more utilities are turning to deep wastewater tunnels to equalize and manage flows. But like many sound technical solutions, explaining it to the public and building support is often an uphill battle, even as regulations call for more public involvement. However with strategic communications planning, starting early in the process, a utility can successfully meet its regulatory requirements and gain public support that helps keep the project on track. This paper examines how the Department of Water Resources (DWR) in Gwinnett County, GA has reached out to the community through regular meetings, a website, and positive media relations as it prepares to construct such a tunnel and related wastewater infrastructure projects.Document Type: Research article
