Abstract:The Knoxville Utilities Board (KUB) entered into a Consent Decree with the United States Environmental Projection Agency (US EPA) in February 2004 to reduce sewer overflows and help improve area waterways. Major Consent Decree goals include reducing the amount of inflow/infiltration (I/I) that enters the collection system. KUB developed the PACE10 Program as a means to implement in an expeditious manner the requirements found in the Consent Decree. As part of the KUB PACE10 Program, a significant effort has been made and will continue to be made for several years to address I/I in collectors and the trunk sewers through rehabilitation and replacement of the collection system. As part of the Consent Decree, KUB was required to develop a Private Lateral Legal Support Program. The purpose of the Private Lateral Legal Support Program is to identify and reduce I/I that enters the collection system via the private lateral.
