With more than 1,500 pieces of aging equipment at its four wastewater treatment plants and two outfall pipelines, the South Orange County Wastewater Authority retained Tetra Tech, Inc., to develop an Assessment Management Plan. The objective of the assignment was to ensure the accuracy of long-term financial forecasting for the timely repair and/or replacement of assets constructed and/or installed more than more than 25 years ago. With a severely restricted budget, project challenges included researching and developing detailed equipment lists; assigning cost estimates to replacement value for all assets; and, developing equipment life estimates and annual replacement cost projections.
