ODOUR MANAGEMENT IN BRITISH COLUMBIA: REVIEW OF OTHER JURISDICTIONS AND RECOMMENDATIONS
The objective of this study was to provide regulatory agencies with recommendations for odour management approaches that would be effective in British Columbia (BC), Canada, based on a review of successful odour management programs in other jurisdictions. In particular, the regulatory agencies were interested in the use of odour standards, whether they be in the form of an emission limit or ambient criteria, in other jurisdictions. Information was gathered for this study by reviewing the available literature on odour management approaches around the world, selecting a dozen jurisdictions with programs of interest and conducting interviews with as many of those jurisdictions as possible. To understand the applicability of these odour management approaches to BC, odour issues and their current legislative context in BC were assessed by contacting select agency staff for anecdotal information and by reviewing relevant documents. The information on successful odour management approaches in other jurisdictions formed the basis for the recommended approaches for BC.
