This paper reviews information on the implications of rising water and wastewater utility rates for financial capability assessments and determinations of the affordability of services. It advances the notion that regulators and utility decision-makers should adopt a portfolio management
approach to water quality investments, in part to mitigate prospective affordability challenges. And, it outlines local options for providing relief to low-income populations both in terms of rate and programmatic measures.
