Abstract:

This presentation discusses the application of an integrated and comprehensive approach for managing infrastructure assets of Mount Pleasant Waterworks located in Mount Pleasant, South Carolina. Components of Mount Pleasant Waterworks' asset management program include changes to the utility's computerized maintenance management system (CMMS) and business practices for work management, data management and reporting; and development of condition assessment tools for utility assets, all integrated into a capital renewal plan. A customized tool known as Infrastructure Capital Assets Management (ICAM), is used to forecast the utility's future obligations to renew and replace its assets. The ICAM analysis permits the utility's decision makers to understand the long-range budget requirements to maintain asset infrastructure, and thereby the potential rate impacts, as well as options to manage the risk of alternate asset management scenarios.

The utility piloted the ICAM analysis approach initially at its two wastewater treatment plants (WWTPs) – Center Street WWTP and Rifle Range Road WWTP - to demonstrate the applicability and benefits of this methodology. Center Street WWTP was originally constructed in 1970 and currently has a 3.7 MGD capacity. The Rifle Range Road WWTP began operations in 1994 and is currently rated to 6.0 MGD capacity.
