The Good, The Bad and The Daunting – Reaping Benefits From A Management Audit
Abstract:While most managers believe that their utility can be improved, very few have the time to determine what types of improvements are necessary and where they should invest their efforts. In compliance with its mission statement and state statute, the Tarrant Regional Water District (TRWD) periodically undertakes a management audit. TRWD has used this audit to help determine what steps it should be taking to improve overall performance. TRWD management retained CDM to perform an audit that would meet both the requirements of the Texas Natural Resources Conservation Commission (now named Texas Commission on Environmental Quality “TCEQ") and help optimize TRWD operations and planning.
TRWD management decided to use the TCEQ management audit as an opportunity to provide an independent assessment of management and operations that was more extensive than the TCEQ requirements. In particular, TRWD was interested in recommendations on how to optimize use of the major new information systems being implemented. TRWD was also looking for ways to improve coordination and communication between departments as well as other suggestions for improving overall efficiency. CDM assessed TRWD's relative competitiveness and crafted a plan for improving overall performance. Specific areas of focus included:
