INTEGRATED MASTER PLANNING TO ADDRESS WATER SUPPLY, SANITATION AND BI-NATIONAL ENVIRONMENTAL PROTECTION CHALLENGES IN THE TIJUANA/SAN DIEGO REGION
Abstract:The cities of Tijuana and Playas de Rosarito, Baja California, Mexico, with a combined population of over 1.3 million in 2002, is expected to continue to grow at an average annual rate of 2.9% to reach 2.4 million in 2023. That creates created significant challenges for the Comisión Estatal de Servicios Públicos de Tijuana (CESPT), the agency responsible for providing water and wastewater services to these communities. CESPT undertook a strategic planning initiative and solicited funds from the United States Environmental protection Agency to develop a master plan. CESPT master plan is a truly integrated plan incorporating water resources, water, wastewater collection, treatment and reuse in a multi-objective framework for decision making by a bi-national technical committee. The Bi-national Technical Committee that made all project decisions was formed by CESPT; the Mexican National Water Commission (CNA); the State Water Commission (CEA, State of Baja California); the North American Development Bank (NADBank, bi-national funding institution); and the U.S. Environmental Protection Agency (EPA).
This Master Plan is one of the most significant and comprehensive planning efforts undertaken by a municipal utility in Mexico and represents one of the most successful examples of bi-national cooperation resulting in mutual benefits for Mexico and the U.S. This effort provides an institutional tool for decision making in planning improvements and consolidating water and wastewater projects and programs.
