The Washington Suburban Sanitary Commission (“WSSC” or “Commission”) is approximately the tenth (10th) largest water and wastewater utility in the United States. Created by a special act of the State of Maryland in 1918, it provides water and wastewater services to a population of approximately 1.6 million people in two Maryland counties (Prince Georges County and Montgomery County) located north and north east of Washington DC. The Commission currently has approximately 1,500 employees and in FY 2004 had total operating revenues of about 450 million.

The Commission's Competitive Action Program (“CAP”) was developed to improve the effectiveness and efficiency of the delivery of services to Commission customers without reducing service quality or compromising public safety. In April 2004, the Commission's Industrial Asset Management Group (“IAMG”) was designated for reengineering. The IAMG is responsible for providing maintenance services to the Commission's water and wastewater treatment plants and their ancillary facilities.
