INCLUDING EXTERNAL COSTS IN ON-SITE ENERGY RECOVERY DECISIONS
Abstract:While wastewater treatment protects the water environment, air emissions associated with the treatment process lead to external costs. When biogas produced during anaerobic sludge digestion is used for on-site electricity production, the overall air emissions and their accompanying external costs, may be reduced. This study predicts that using biogas with fuel cells will significantly reduce the external costs of wastewater treatment due to air emissions. Microturbines may also decrease external costs, while gas engine co-generation provides the least decrease in, and may actually increase, external costs due to air emissions depending on the electricity production processes used in the jurisdiction where a treatment facility is located. Although external cost savings cannot be directly used by a wastewater treatment facility, they provide an indication of the additional benefits from onsite energy recovery.
