INNOVATIVE CONTRACT APPROACH CHOSEN FOR CONSTRUCTION OF WATER RECLAMATION FACILITY

Abstract:The City of Plant City needed to increase their plant capacity and meet stringent effluent requirements within a limited budget and schedule. To meet these requirements the City selected a modified Construction Management (CM) at Risk approach to the construction of the plant expansion.
Plant capacity must increase from 8 to 12 mgd to meet growing demands. The expanded plant must reliably and consistently achieve 3 mg/L Total Nitrogen in the treated effluent, which is considered to be the Limit of Technology. Improvements to the plant must be achieved on a strict schedule imposed by a consent order.
