In order to provide a more structured method for the development of the prioritization weights and the alternative scoring, a methodology was developed that is a variation of the procedures developed by Sandia Laboratories for the Risk Assessment Methodology – Water (RAM-W). This methodology, which we believe provides a more accurate and defensible set of prioritization weights, uses the following three steps:

Criteria Definition: Establish the definition of each criterion to be used so that the workshop attendees are working with the same understanding of language and intent.


Criteria Ranking: Pair-wise comparison of the applicable criteria so that a numerical ranking can be developed of the relative importance of each criteria.


Criteria Ranking Verification: Review the rankings as numerically determined and verify that the final weighted rankings are consistent when taken as a whole.


The methodology, which is general in nature and can be applied to any alternative selection process, is illustrated through the use of a sample project, as described below.
