In January of 2004, the Metropolitan Sewer District of Greater Cincinnati (MSDGC) began an aggressive program to control basement flooding that was caused by a lack of wet weather capacity in the public sewer. This program is referred to as the Water In Basement Prevention Program (WIBPP). The WIBPP is part of the Consent Decree that MSDGC signed in 2003.

MSDGC has successfully completed the protection of one hundred and forty eight properties with this program.

The challenge was to develop a program quickly and effectively that addressed the needs of the homeowners while meeting the criteria provided in the Consent Decree documents. The program was setup as a series of tasks taking the individual properties through 1) a selection process, 2) initial survey, 3) complete investigation of the property, 4) design of the solution and 5) construction of the solution.

This paper discusses this program, its development, challenges and successes in protecting individual homes from surcharging sewers, hence the title, “Sign Here, We're From the Government and Here to Help You. The success of the program depends upon working closely with individual homeowners on private property, many times inside their basement to implement these solutions. Having the homeowners trust that the MSDGC is acting in their best interest has become a cornerstone of this program. The proof of this success is when heavy rains occur and these one hundred and forty eight properties longer flood with sewage.
