Abstract:

To define optimal expansion programs for its water reclamation facilities, the Irvine Ranch Water District followed a structured planning process that sequentially addressed fundamental policy and planning issues. The resulting implementation plans provide clear, flexible implementation strategies. A useful feature of the plan is the inclusion of decision trees that identify key regulatory, capacity and end user “triggers” that drive the need for plant improvements.
