SYSTEM EVALUATION AND CAPACITY ASSURANCE PLAN
Abstract:In order to properly manage growth and development and its effects on an agency's sanitary sewer system, a method needs to be developed to determine the capacity of the existing sewer system against which the impact of adding sewer flows from proposed development is evaluated. Other required elements would include confirming the current dry weather and wet weather flows and a means of tracking existing legal obligations to accept new flows. While some sort of growth management procedure is prudent for all sanitary sewer systems, the draft SSO regulations require it if “peak flow conditions are contributing to an SSO discharge or to noncompliance at a treatment plant”.
