The Northeast Ohio Regional Sewer District (NEORSD) owns and operates three wastewater treatment plants and an extensive wastewater collection system in Cleveland and the surrounding areas. On August 14, 2003, a massive power failure occurred throughout the Northeastern region of the United States. The Cleveland area and the facilities of the NEORSD were impacted by this failure. Although the operations of the NEORSD were generally carried forth as planned and expected, the failure presented an opportunity to learn from the event and to evaluate and potentially refine the procedures and physical facilities of the NEORSD as they relate to operations and emergency response during such an event.
