	abstract = "The Wisconsin Department of Natural Resources (DNR), the Southeastern Wisconsin Regional Planning Commission (SEWRPC) and the Milwaukee Metropolitan Sewerage District (MMSD) formally agreed to cooperate in watershed-based water quality planning. The agreement is a commitment to jointly develop data, models, analysis techniques, stakeholder support, objectives and, ultimately, recommendations. The agreement provides that the tools and methods developed must be applicable to the needs of the three agencies; including receiving water quality planning, point source facilities planning, total maximum daily load development and, potentially, use attainability analysis.<P></P>This paper describes the evolution of the cooperation and collaboration between these agencies. The cooperating agencies are hopeful that the breadth of this planning effort will address outstanding water resource issues, and perhaps more importantly, will align recommendations for water quality management with public expectations.",
