The agreement is a commitment to jointly develop data, models, analysis techniques, stakeholder support, objectives and, ultimately, recommendations. The agreement provides that the tools and methods developed must be applicable to the needs of the three agencies; including receiving water quality planning, point source facilities planning, total maximum daily load development and, potentially, use attainability analysis.

This paper describes the evolution of the cooperation and collaboration between these agencies.
