	abstract = "The Wisconsin Department of Natural Resources has identified sanitary sewer overflows as discharges that need to be more carefully and rigorously regulated under the state's WPDES discharge permit program. The state has initiated efforts to revise and refine existing rules and policies related to the periodic discharges from sanitary sewers before the wastewater reaches a treatment facility. This paper discusses the basis for the rulemaking efforts and presents the basic principles the agency will use in developing new and revised regulations. A primary objective is to assure that this component of municipal infrastructure receives the on-going attention that it deserves. Implementation CMOM programs should be required for all collection systems, and system owners should be required to report on these efforts through the CMAR program, an activity that has been well accepted by communities throughout the state.",
