BUILDING FINANCIAL CAPACITY FOR BENCHMARK PERFORMANCE: AUGUSTA UTILITIES ROUNDS ‘AMEN CORNER’
Abstract:Beginning in the late 1990s, the Augusta Utilities Department (AUD) has engineered a nearcomplete reversal of fortunes. Previously characterized by failing water and wastewater systems and inadequate financial resources, the Department is now well on its way to a goal of benchmark utility status by 2010. This metamorphosis has been underwritten by unprecedented political will that has provided a long-term commitment of local financial resources. This paper reviews the financial challenges and decisions that have enabled Augusta to establish its Benchmark 2010 goal, and suggests lessons to be learned from this experience.
