LOOKING THE FUTURE IN THE EYE
The San Bernardino County Special Districts Department (SBC SDD) Optimization Study, Water and Sewer Rates Study, and Capital Improvement Program, made up the necessary units of evaluation for the SBC SDD to make it's first attempt to close the competitive gap that existed in the management, administration, and operations Divisions. SBC SDD Managers saw the need to consolidate and change how the Special Districts Department (SDD) within the single largest county in the United States did business or face privatization or massive rate increases that were already known to be unacceptable in the largely rural county.
