The San Bernardino County Special Districts Department (SBC SDD) Optimization Study, Water and Sewer Rates Study, and Capital Improvement Program, made up the necessary units of evaluation for the SBC SDD to make it's first attempt to close the competitive gap that existed in the management, administration, and operations Divisions.
