HOW TO HIT A MOVING TARGET: A FRAMEWORK FOR IDENTIFYING CRITICAL REGULATORY AND POLICY DRIVERS FOR WATERSHED PLANNING IN LOS ANGELES
Abstract:This paper describes the regulatory framework that was developed for the City of Los Angeles' Integrated Resources Plan (IRP). The IRP recognizes and integrates facilities planning for the City's wastewater, storm water, and recycled water systems. The result of this regulatory analysis for the planning of these systems is specific water quality goals to be used in the facility planning process.
