	abstract = "The problem of controlling pollution from stomwater runoff is immense, and the resources of municipalities, stormwater agencies, and others to combat this problem are limited. Research on stormwater issues is critical to the wise use of these resources and to developing an appropriate strategy towards achieving sustainability, water quality goals and ensuring that regulations are based on the best possible scientific grounds.<P></P>The Water Environment Research Foundation (WERF) announced a new comprehensive stormwater research program that began in 2001. In order to assess the research needs for the initial planning of the research program, WERF contacted dozens of stormwater program managers from around the country.<P></P>This paper outlines the major research needs and questions that have been identified through interviews, meetings, and discussions with stormwater program managers, consultants, and others; it provides the results of a stormwater research needs survey that WERF conducted to help prioritize research needs; and, finally it summarizes WERF&#39;s efforts to address the stormwater research needs that have been identified.",
