Abstract:

A balanced scorecard of performance measures, as described by Robert Kaplan and David Norton, is a versatile tool that adds value to a variety of organizational improvement strategies. Union Sanitary District (USD) in Union City, California and the City of Eugene, Oregon have used the balanced scorecard to implement a variety of improvement strategies, including treatment plant competitiveness, reduction of sanitary sewer overflows and environmental management. This paper will describe the balanced scorecard model, the strategies for which it has been used, and the reasons the balanced scorecard model was chosen by USD and Eugene. It will focus on how other organizations can leverage the balanced scorecard to increase their chances of successfully implementing improvement strategies, using Union Sanitary District and Eugene as case studies.
