Washington D.C. is one of the first communities to prepare a CSO control plan after EPA's CSO Policy became law under the Clean Water Act. The issues dealt with in the plan go to the heart of whether water quality standards are achievable in an urban setting, and the degree of
benefit that can be provided by CSO control. This paper describes the selection of the Draft LTCP, and the difficulties encountered in balancing costs, water quality benefits and public expectations.
